Public bug reported:
The libsbml distribution builds a libsbml.pc file that integrates
libsbml with pkg-config. Some software, such as the rsbml package in
Bioconductor, depends on pkg-config to find and build against libsbml.
It seems that libsbml5-dev fails to install libsbml.pc.
