Public bug reported:

Ubuntu/Debian comes with a tpm-tools and tpm-tools-pkcs11 for version 1
of tpm, but not with the tpm2-tools-pkcs11 for version 2.0 of tpm.

This lib is required to use a tpm 2 module for ssh, tls etc.
