Public bug reported:

I've symlinked /lib/systemd/system/reboot.target to
/lib/systemd/system/kexec.target and everything works fine except my
framebuffer screen which on very initial screen with full disk
encryption password starts to floating horizontally. I'm able to use it,
after blindly typing password everything works fine, but I'm worried
that something not initialized at this stage may break hardware, and it
just doesn't look good.
