Package: libxerces-c-dev (3.2.0+debian-2)

The current release in Ubuntu 18.04 has a bug where certain characters
are marked as invalid XML characters even though they are valid.

It has been reported and fixed upstream:
https://issues.apache.org/jira/browse/XERCESC-2130

Is it possible to add this patch and release it in 18.04, or possibly to
simply update the release to a newer upstream release which has the fix;
3.2.1 or 3.2.2?
