The GNOME maintainers sometime has a somewhat flexible definition of
what is a bugfix indeed.

The command has been added to help migrations from tracker2 to the new 
tracker3, it's not strictly something we need in focal but at the same time 
it's a new option so has no regression potential and it could help LTS users to 
work on their tracker database migration for futur Ubuntu versions.
I've updated the description to mention that, let me know if you think it's 
enough there?
