This is not a matter of Ubuntu packaging with lighttpd.
This would be a feature request for upstream. Please create a feature
request here if still interested:

The original third-party publisher of mod_h264_streaming has abandoned
it. It was never part of lighttpd (nor was it ever part of apache)
