Ok, I think I found what the problem was. I tried to see if I would have the same problem in Hardy. So I added the applet in the panel and I got the nice dialog attached. So in my main ubuntu installation I probably forgot about this dialog or missed it somehow. When I went and enabled auto competition for the personal contacts list in evolution preferences, the applet gets enabled and starts working fine.
So the problem is that the applet should remind what is the problem that it is having. The one time error dialog is not enough. At least the dialog should appear again when the applet is readded to the panel. Or even better, there should be a tooltip that describes why the applet is deactivated.
