I've noticed that sometimes shutdown works. For me it usually happens after I have booted Windows XP, shut it down normally, then booted up Unbuntu. If I try to shut down Unbuntu any other way, then normal shutdown starts rebooting again. It looks like Windows sets something in the hardware correctly for shutdown, but Unbuntu doesn't.
