Public bug reported:
libsis-jhdf5-java FTBFS due to tests failing and fastqc is waiting for
libsis-jhdf5-java to be built.
Libsis-jhdf-java is being fixed in Debian in 19.04.0+dfsg-2 by disabling tests
but just picking that fix for Ubuntu 20.10 is not a great idea:
