I can also confirm this bug, I have a Rock Pegasus TL, which is a
centrino based laptop with a pentium M 1.6 processor. Powernowd is not
running and cpu frequency scaling is ondemand. I have a temporary fix
which is:  echo 1200000 >
/sys/devices/system/cpu/cpu0/cpufreq/scaling_max_freq (obviously this
value is specific to the characteristics of my processor and fan, but
basically I just played around running a long compile and gradually
increased the max scaling freq from being the same as the min, until I
got a value which kept the CPU temp sensible...)
