Thanks for reporting.

This issue has now been fixed and the amtool binary is included in the
package in 20.04 (https://packages.ubuntu.com/focal/amd64/prometheus-
alertmanager/filelist). Couldn't find why it was missing, but it was
added with the following changelog entry:
