I had the same or a similar problem with installing Ubuntu Budgie 20.10.

I hadn't checked the disk with Gparted beforehand as I have never had a
problem before and the partitions are normally shown and
selectable/changeable as part of the Ubuntu installation process, which
I assume should detect errors.

I went on install Ubuntu Budgie 20.04 instead and there were no
problems. That suggests to me that there was nothing wrong with my disk
and that the problem was caused by a new version of Ubiquity in 20.10
which has a bug.
