Furthermore, as per https://docs.ansible.com/ansible/latest/dev_guide/testing/sanity/no- underscore-variable.html I removed the _ from all values in prepare_data_disk.yml and it appears to progress. The next issue is /openstack has a log directory in it from the bootstrap-aio.sh script - I'll let that be confirmed by others before thats a bug due to my blind hacking of the prepare_data_disk.yml file without understanding consequences.
