The app can't easily do that without being significantly rewritten. The
reason is that applications just use OpenGL in the best form Mesa offers
it. For your system, and most apps, that's still using the hardware GPU.
Just not for obs-studio which seems to have slightly more stringent
modern GPU requirements. And Mesa can't predict that an application will
behave in this way.
But certainly if you can live with the slowness of software rendering
then
env LIBGL_ALWAYS_SOFTWARE=1 obs
should work.
