Public bug reported:

Binary package hint: gnome-panel

Gnome 2.20.1, Ubuntu 7.10

Under System->Preferences->Windows

[x] Select window when mouse moves over them
[ ] Raise selected windows after an interval

With this configuration, window list shows an annoying behavior when the
active window is not the top most window: If you click on the
corresponding button in the window list, the active window is minimized
when it really should be raised.

It's exactly the same behavior that is described in
https://bugs.launchpad.net/bugs/41761 and
https://bugs.launchpad.net/bugs/11738. #11738 is flagged as fixed, but
that's definitely not the case for me on Gutsy.

I'm attaching a screen shot for illustration: When the window list
Firefox item is clicked, I would expect that Firefox - which is
currently the active window, but not the top most - would be raised.
Instead, Firefox is minimized and I have to click the Firebox item again
to make it the top most window. This is really annoying as it requires
user attention to verify the window z-order before clicking items and
contradicts the use of window list to a certain degree - at least for
me.

Please also consider adding a related feature,
https://bugs.launchpad.net/bugs/175285, to give users more control how
windows are handled. I'm used to never minimize windows, but just switch
between them. Thanks.
