The config file is shipped from upstream
https://github.com/facebookincubator/oomd/blob/master/src/oomd/etc/desktop.json
as-is. You can talk with upstream about the misbehavior of the default
config file, or you can suggest a new default config here so we can ship
it in the package. However that's not a bug with packaging since that's
how the software is supposed to be used as provided by the original
authors.
