ping is using the current locale to interpret the interval value:
ping -i 0.3 localhost
fails with "ping: bad timing interval: 0.3"
while this works:
ping -i 0,3 localhost
This also works:
LANG=en ping localhost -i .3
It seems similar to a 2015 bug from Fedora:
