I cannot reproduce this on Ubuntu 20.10 amd64. The test CMake project
you attached builds fine, and the libQt5Core.so symlink is present:

$ ls -la /usr/lib/x86_64-linux-gnu/libQt5Core.so
lrwxrwxrwx 1 root root 20 Aug 19 17:40 /usr/lib/x86_64-linux-gnu/libQt5Core.so 
-> libQt5Core.so.5.14.2

Can you try re-installing the qtbase5-dev package (sudo apt install
--reinstall qtbase5-dev)?
