Thanks for reporting this issue, I have tried to reproduce it locally on a couple machines with the same CPUID but they boot fine with this microcode revision - from their dmesg:
microcode: microcode updated early to revision 0xe2, date = 2020-07-14 Linux version 5.4.0-54-generic (buildd@lcy01-amd64-024) (gcc version 9.3.0 (Ubuntu 9.3.0-17ubuntu1~20.04)) #60-Ubuntu SMP Fri Nov 6 10:37:59 UTC 2020 (Ubuntu 5.4.0-54.60-generic 5.4.65) ... microcode: sig=0x406e3, pf=0x80, revision=0xe2 microcode: Microcode Update Driver: v2.2. (Although these have a different CPU than the one listed above - Intel(R) Core(TM) i7-6500U) So I am not able to reproduce it myself which makes this hard to try and debug.
