Public bug reported:

Scilab packages for arm64 should contain modelica compiler.

The changelog line from 2017 mentions missed `ocamlopt`:

But this is no more issue as for today. This binary is available for arm64 - 
https://packages.ubuntu.com/search?suite=groovy&arch=arm64&mode=exactfilename&searchon=contents&keywords=ocamlopt
 .

Manual compilation of Scilab with `--with-modelica` results in fully-
functional modelica compiler. So one can run Xcos with Modelica blocks
without issues.


Please remove `--without-modelica` from next releases of Ubuntu.
