I'm running Gutsy, and have the very same problem. What is misleading is the comment in /etc/sysctl.conf:
# Uncomment the next line to enable packet forwarding for IPv4 net.ipv4.conf.default.forwarding = 1 Uncomment it as I may, packet forwarding bloody well isn't enabled after reboot. Has it got something to do with the way may network interfaces are configured? Even so, I consider that the comments in /etc/sysctl.conf should be more helpful for non-sysadmins. A link to a somewhat helpful manpage would have done.
