I also tested the following machine with an ethernet connection:

Lenovo X230i i3-3120M,4GB,Intel HD graphics,WiFi,Ethernet,Bluetooth,320GB hd
Testcase:UEFI+secure boot,no encryption,full disk,Internet with ethernet 
connection

Again the installer selected New York as the location but allowed me to
download updates during the install (which I declined to do) - on reboot
Iceland server was also the download server in Software & Updates
