This is the wrong way to invoke apt, as the package/release syntax will
install *only* that package from backports, but resolve all dependencies
from main.
Please try this:
sudo apt install -t focal-backports cockpit
** Changed in: cockpit (Ubuntu)
Status: New => Invalid
