Extending the above list changing Qemu and Libvirt individually to
better identify what we need to look at:

- Q5.1 / L6.9 -> Q5.1 / L6.6 - working
- Q5.1 / L6.6 -> Q5.1 / L6.9 - working
- Q5.1 / L6.6 -> Q5.1 / L6.6 - working
- Q5.1 / L6.9 -> Q5.1 / L6.9 - (still) failing
- Q5.1 / L6.9 -> Q5.0 / L6.9 - failing
- Q5.0 / L6.9 -> Q5.1 / L6.9 - failing
- Q5.0 / L6.9 -> Q5.0 / L6.9 - failing

Note I: I kept the libvirtd.conf, apparmor rules and all that on the
level of libvirt 6.9 all the time. Mostly just the binaries change.

Note II: when changing qemu on a system I ensured that the guest was
destroyed&started to run with the new version.

Overall it depends on just libvirt, but not qemu.
And it is enough to not have the new version on either end of the migration to 
avoid the issue.

By the above list the "minimal" change we can look at to make a good/bad case 
comparison will be:
 Q5.1 / L6.9 -> Q5.1 / L6.6 (good)  vs   Q5.1 / L6.9 -> Q5.1 / L6.9 (bad)
I'll get debug logs of both peers in those two cases to compare.
