Recently upgraded to 20.04LTS from 18.04LTS.  I use the vtun service to
connect to remote servers.  After the upgrade it failed to function.
The log reports state that it was unable to "fork" and then never
terminates.  I have found that if I execute manually with a "&" on the
end and then execute ifconfig manually to setup the connection the
connection will actually work.  But I am unable to launch from my
/etc/rc.local file because of this problem.
