Next time you boot Ubuntu, please try not only 'Ubuntu on Wayland' but also different screen resolutions in Settings. I would like to know if the problem is specific to the native mode of the LCD panel or happens in other modes too. It sounds like this might be a hardware issue, especially if Win10 has something similar.
