Public bug reported:
(AMD) PC fails to power down completely, when the shutdown command (or
halt or gui shutdown selected) is issued.
The PC seems to go through the shutdown process, and as far as can see,
it almost finishes. It sounds like the fan is still running, and that
the PC has _gone to sleep_.
