It's a drag on the archive in general when we have flaky tests, and even more so when they take many hours and potentially multiple retries to succeed. What's the criteria you're using here? Are we saying that "release" is only for user facing issues and bugs which have a negative impact on development of Ubuntu itself aren't to go through this process? If so, I think the team should come up with a way of being able to raise such issues.
