Did you try something similar before performing the upgrade? In any case manually killing the "stray" mysqld (or rebooting the system) should fix the issue. I'm marking this bug report as Incomplete for the moment. Should you agree this is not a bug in Ubuntu but a problem specific to your system please set the report status to Invalid.
