On Hardy Alpha 1 with compiz 1:0.6.99+git20071205-0ubuntu4 installed I still experience this problem. With normal effects everything is (mostly) fine. With Extra effects the borders/titlebar are gone.
It is a new install, no additional drivers. Intel X3100 chipset.
