I can see this CONFIG_NF_TABLES got enabled in 5.4 KVM kernel now.
$ grep CONFIG_NF_TABLES /boot/config-5.4.0-1026-kvm
CONFIG_NF_TABLES=m
CONFIG_NF_TABLES_SET=m
CONFIG_NF_TABLES_INET=y
CONFIG_NF_TABLES_NETDEV=y
CONFIG_NF_TABLES_IPV4=y
CONFIG_NF_TABLES_ARP=y
CONFIG_NF_TABLES_IPV6=y
CONFIG_NF_TABLES_BRIDGE=m
Therefore I am going to close this bug, please feel free to open a new one if
this is still not working for you.
