This is still the case for Hardy Alpha1 Kubuntu Live-CD.
It refers to the widget popping up when the advanced button is clicked
in the last step of the installation. It is possible to (un)check the
installation of the bootloader. After this there is the comment "Help
for grub device selection goes here". After that the place for the boot
loader can be defined.
It is basically just a "placeholder" text for the real help text that
might not have been written yet.
I have not tested if the same text is also in the other CDs (i.e. Ubuntu
and Xubuntu etc.), however, I would expect it to be. If not the text
from there could be used.
