[Impact]

 * In addition to .elf binaries, also ship the flat .bin files. Needed
to create SPI images for the Unleashed firmware.

[Test Case]

 * The .bin cannot be used directly, as they are consumed by u-boot
built-process, thus .bin will be validated by booting a livecd-rootfs
image for the first time, once this SRU is out, and u-boot sru that uses
these is out as well.

 * Given this is a rebuilt of OpenSBI it would be nice to double check
that qemu (generic) platform still behaves correctly by executing test
case from https://bugs.launchpad.net/ubuntu/+source/opensbi/+bug/1905456

[Where problems could occur]

 * Extra files are being shipped which will increase package size. Given
it is a rebuild, the qemu platform files are verified to be working
correctly.
