The main problem is that upstream bug trackers (like all bug trackers)
really need the reporter of a bug to be someone who experiences it.
Because the process of fixing a bug is usually a two-way conversation.

There are so many different models of hardware in the the world that in
all likelihood the developers of a project won't have the same hardware
as you. So they need your direct involvement.

Also, starting with an Ubuntu bug still makes a lot of sense. Because a
large number of Ubuntu bugs are initially reported against the wrong
component. Reassigning them to the right component is easiest to do in
Launchpad.
