For anyone affected there are a bunch of workarounds available now that
we cornered the issue a bit.

a) do use a more modern default than cirrus (recommended anyway), QXL being the 
most common one
b) use the seabios package from 
https://launchpad.net/~canonical-server/+archive/ubuntu/server-backports
c) upgrade to Ubuntu 20.10 or later
