There is a bug that occurs between PulseAudio and Wifi drivers. I posted
this Issue on PulseAudios Git. Where after a long investigation it looks
like it's a problem with Wi-Fi drivers in PopOS. The problem occurs when
Wifi is Turned On, but not connected. If you (in this state) play any
audio from any source it stutters and lags (sample audio clip appended).
Looks like this issue is known and I found it on some other forums. I
was told by PulseAudio Maintainers to notify distro devs about that
issue. Here is the issue link:

I was told by PopOS forum admins to post it here.

stuttering and lags
