That seems like either a duplicate of https://bugs.launchpad.net/ubuntu/+source/mysql-8.0/+bug/1899248 or a similar but different (depending on your config) case. Others had e.g. https://askubuntu.com/questions/1263229/error-2002-hy000-cant-connect-to-local-mysql-server-through-socket-var-run but in all cases config issues were the reason. If you get your local config fixed so that it can work with the new version then upgrades will work again.
