Public bug reported:

When installing Kubuntu with the daily build, I am unable to select a
time zone. With nothing selected, I clicked to proceed with the install
and it appears to still proceed as expected.

I'm reporting as whilst installation appeared to work correctly for me,
there may be fringe cases where more than one time zone may be in
use(USA). I have tried a second install, testing in that area, and the
Time Zone field remains unpopulated.

This is my first report, so I've probably done everything wrong! :o)
