Public bug reported:
When a new copy of Ubuntu is installed on a PC (Intel Pentium 4) there
is an option to create an user account. By default Ubuntu creates an
account called "root" which is the main administrative account.

At the account creation page while installing, a "root" account CAN be made.

Since in Ubuntu, the "root "account must be enabled to access via
regular login screen and by default it is disabled, the "root" account
created on installation cannot be logged in! Now there is a requirement
to re-install the entire OS.
Ubuntu must not allow the creation of "root" accounts while
installation.
