- Enable runtimepm in on-demand mode if supported (LP: #1895855).
- Disable workaround for on-demand mode.
- Enable KMS if runtimepm is supported.

- Remove obsolete udev rules in the postinst too.
* debian/rules:
- Add postinst file to the autoclean target.
