I'm also seeing this affecting neutron-gateway on focal with config-
changed hook hanging at:
ovs-vsctl -- --may-exist add-br br-int -- set bridge br-int external-ids
:charm-neutron-gateway=managed
This is during LMA charm testing which is performed on LXD provider at
the moment.
