[Feature Description]
ICX - intel_idle enhancement

commit a472ad2bcea4 (“intel_idle: Customize IceLake server support”)
This patch can be backported to corresponding distribution, which is 
independent of the p patches mentioned in this jira ticket. The benefit of 
backporting the patch is that:
1. It is an optimization on ICX performance
2. it allows the user to have find-grained control over different C-states
3. distribution such as Redhat has found performance downgrading without this 
patch.
4. DCG team has request to have this patch backported because they prefer to 
use intel_idle driver (without this patch, the acpi_idle driver will be used on 
ICX on centos 7.4/ubuntu 20.04.
