This bug was fixed in the package libpod - 2.1.1+dfsg1-4ubuntu3

---------------
libpod (2.1.1+dfsg1-4ubuntu3) hirsute; urgency=medium

  * Avoid building golang-github-containers-libpod-dev

    In Ubuntu, the golang libraries "github.com/docker/libnetwork" are
    packaged in a location that is not normally found by golang
    builds. The package build works around this by installing
    symlinks. The golang testsuite defeats that workaround by stubbing out
    the "dh_auto_configure" step with symlinking the code that gets
    installed in the golang-github-containers-libpod-dev package. By not
    building this package, the ugly workaround gets executed during the
    tests.
