Well, yes.. Maybe it's me who am still not convinced that it's glibc
which makes those changes in e.g. /etc/locale.gen. And it all started
with bug #1908928, right?
It's hard to deal with this bug before there is a common understanding
of what happened and why. So if you can, please present a reproducible
use case on the other bug.
