While removing clamav-freshclam dpkg was not able to remove
'/var/lib/clamav/daily.cvd'. I tried to install and remove this package
in a Focal lxd container and I did not see the issue you had. Did you
make any manual intervention in this installation? That might have
messed up the postrm script.
I am marking this bug as Incomplete until you provide more information,
when you do that please set the Status back to New and we will take a
look.
