Public bug reported:
This is caused by the virtualenv wrapper script that by default installs the
latest version of pip.
Since version 21.0 (released on 2021-01-23), pip dropped support for Python
3.5, which is what we have in xenial.
So the script needs to be modified to pin the version of pip to 20.x.
