Public bug reported:

Last month, I installed Ubuntu 20.04, with KDE  (KUbuntu). Today, I used
Synaptic to install gl-117.  The first time I ran the program, my
monitor screen went black, and displayed the message "Input Signal Out
Of Range." The message also said "Change settings to 1600 x 900."  I
could hear the sound from gl-117.

This effectively disabled my monitor.

The  only thing I could do was force my computer to reboot. The
rebooting process was fine. But, when I entered my password, I briefly
saw what I think is the KDE logo. But, again, the monitor screen went
black, and the same message appeared.

What I expected to  happen:  
I expected to see some gl-117 graphics on my monitor.

Monitor is an HP S2031.

What happened instead:
gl-117 made some sort of change that prevents me from using my monitor.

Sorry about not providing the additional information you need, but as a result 
of this bug,
