Thank you very much for testing. It is good to hear that the test
package solves your issue.

The patch that was in the test package was in the upstream release
9.16.2, so when you built 9.16.10, the patch would have been present and
hence compiling from upstream doesn't present the issue.

I will start getting this ready to SRU to Ubuntu 20.04.

Although, I still need to come up with a good reproducer. Maybe I will
try sending dig requests in a loop from a different VM, and use tc to
randomly drop a percentage of the traffic to see if we can trigger the
race that makes the sockets stuck in ESTABLISHED and not torn down.

I will let you know once there is a new build in -proposed for
verification.
