On average the upstream tests loose ~55 minutes compared to former runs (~90 -> 
~145 minutes).
Also that test times out:

Also the later test for systemd-fsckd hangs until timeout:

While the former could be tackled with marking things it long-test (seems to 
take longer but does not hang) the latter issue appears to be a full stop and 
that will consume whatever timeout we set.

Since that triggers for all kind of things in -proposed now and blocks
many packages I'll set it to high, but otherwise leave it for your
triage as there might already have been efforts taken ...
