I strongly disagree with your conclusion. As already discussed in #2, the policy is not overridden. --no-install-recommmends would only be passed when reinstalling(!) packages, not to the apt-get upgrade step. All recommended packages have already been installed at this point - unless they have explicitly not been installed.
